The Monterey County Workforce Development Board is committed to transparency and accountability in all workforce initiatives. This page provides access to the Board’s current policies, guidelines, and procedures that govern local workforce programs and services.
Priority of Service for Veterans and Eligible Spouses
This policy provides guidance and establishes procedures regarding the priority of service requirement for veterans and their eligible spouses for U.S. Department of Labor (DOL) funded programs and services. This policy applies to all recipients and subrecipients of Workforce Innovation and Opportunity Act (WIOA) Title I and Title III funding, effective immediately. Click here to view the policy.
Adult Program Priority of Service
This policy provides guidance and establishes procedures regarding priority of service for recipients of public assistance, other low-income individuals, and individuals who are basic skills deficient served with Workforce Innovation and Opportunity Act (WIOA) Title I Adult program funds. This policy applies to all Local Workforce Development Areas (Local Area) and is effective immediately. Click here to view the policy.
WIOA Youth Program Requirements Policy and Guidance
This policy provides guidance and establishes the procedures regarding the Workforce Innovation and Opportunity Act (WIOA) youth program, including out-of-school youth and 20 percent work experience minimum expenditure requirements. Click here to view the policy.
Selective Service Registration Policy
The purpose of this policy is to provide guidance regarding the Selective Service registration requirements for participation in Workforce Innovation and Opportunity Act (WIOA) funded services. Additionally, this policy contains model questions for WIOA staff to determine whether failure to register by a current or potential WIOA participant was knowing and willful. Nondiscrimination and Equal Opportunity Procedures Policy and Guidance
This policy provides guidance on the nondiscrimination and equal opportunity procedures for WIOA Title I and Monterey County Workforce Development Board (MCWDB) financially assisted programs or activities. It also issues a standard form that is available for use by the MCWDB’s subrecipients when processing a discrimination complaint. Click here to view the policy.
Procurement Standards
This policy establishes procedures governing the use of WIOA funds to procure goods and services. The Monterey County Workforce Development Board (Monterey County WDB) utilizes Monterey County’s Contracts and Purchasing Division for procurement and follows state and federal requirements for procurement and contracting conducted under WIOA. The goal of the Monterey County WDB’s WIOA procurement process is fair and equal treatment of all persons and organizations involved, maximizing the purchasing power of WIOA funds, and establishing safeguards that ensure the integrity of WIOA procurements.
