Description

The Executive Director of Enterprise Architecture is responsible for designing and maintaining the hybrid architecture for the District on an enterprise level. Responsible for defining systems and application architecture. This includes leading and setting standards for technical infrastructure, root cause analysis, forecast plans and strategies for data and technology transitions, future goals, and needed skills.

Under general direction, is accountable for proactively and holistically leading or supporting Enterprise Architecture activities for creating deliverables that guide the developing direction for managing a portfolio of solutions driving and achieving District outcomes. Solutions include systems (such as applications, technologies, processes, and information), shared infrastructure services and shared application services. Provides highly complex and responsible support to the Vice President of Information and Technology Resources in areas of expertise; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Vice President of Information and Technology Resources. Exercises direct and general supervision over professional, technical, and administrative support staff.

CLASS CHARACTERISTICS

This is a management classification that designs, develops, plans, oversees, and participates in all activities of designated information technology operations and activities, including cloud/hybrid architecture, programming, development, design, operation, analysis, maintenance, and modification of enterprise resource planning system applications. Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision- making responsibility. The incumbent organizes and oversees day-to-day activities and is responsible for providing professional-level support to the Vice President of Information and Technology Resources in a variety of areas. Successful performance of the work requires an extensive professional background, as well as skill in coordinating departmental work with that of other departments. This class is distinguished from the Vice President of Information and Technology Resources in that the latter has overall responsibility for all functions of the Information Technology Division.

Developing and implementing the enterprise architecture strategy for the organization’s hybrid cloud environment.
Ensuring alignment of the enterprise architecture with business objectives and goals.
Providing guidance and leadership to the enterprise architecture team, including cloud architects, solution architects, and technical architects.
Developing and implementing cloud architecture policies and standards for the organization.
Identifying and mitigating risks associated with the organization’s cloud architecture.
Collaborating with other IT and business leaders to ensure the success of the organization’s cloud initiatives.
Ensuring that the organization’s hybrid cloud architecture is cost-effective, scalable, and secure.
Overseeing the selection and implementation of cloud technologies and solutions.
Monitoring and reporting on the performance of the organization’s cloud architecture.
Oversees the builds, documentation, and maintenance of hybrid/cloud architecture standards and best practice
Creates deliverables that help develop a direction for managing the organization’s portfolio of “to be” and “as is” solutions — including systems, shared infrastructure services, and shared application services
Monitor the current-state solution portfolio to identify deficiencies through aging of the technologies used by the application, or misalignment with business requirements.
Understand technology trends and the practical application of existing, new, and emerging technologies to enable new and evolving business and operating models
Understand, advocate, and augment the principles of information technology strategies
Analyze the business-IT environment (run, grow and transform) to detect critical deficiencies, and recommend solutions for improvement (systems of record, differentiation, and innovation)
Analyze the technology industry, competitors, and market trends, and determine their potential impact on the enterprise
Define the principles, guidelines, standards, and solution patterns to ensure solution decisions are aligned with the enterprise’s future-state architecture vision
Learns and applies emerging technologies and, as necessary, to perform duties in an efficient, organized, and timely manner.
Manages the training and administration of the Districts LMS and software applications
Oversight of the Center for Learning and Innovation
Oversight of Information Technology’s Project Management Office
Oversight of the District website infrastructure.
Performs related duties as assigned

Typical Qualifications

Knowledge of:

Experience managing and leading teams of cloud architects and other IT professionals.
Strong knowledge of cloud technologies and solutions, including but not limited to AWS, Azure, and Google Cloud Platform.
Knowledge of enterprise architecture frameworks and methodologies, such as TOGAF and Zachman.
Excellent communication, leadership, and interpersonal skills.
Theories, principles, and practices in cloud security, and hybrid infrastructure
Theories, principles, and practices associated with higher education curricula and instruction, student support services, student learning, and student success.
Principles and practices of enrollment management.
Principles and practices of fiscal management, strategic and facilities planning.
Pertinent federal and state laws and regulatory provisions.
College accreditation procedures, practices, and standards.
The development, implementation, and assessment of student learning and/or service area outcomes.
Principles and practices of technology and software use for databases, accounting, spreadsheets, and other business processes.
Budget development, administrative practices, and organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs.
Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
Information technology systems, including audio visual equipment, applications development and support, database administration, systems administration, and data center operations, and production scheduling.
Software development lifecycle, including requirements analysis, feasibility studies, software/system design, programming, testing, installation, evaluation, and operational management.
Methods and techniques for the development of presentations, business correspondence, and information distribution; research and reporting methods, techniques, and procedures.
Principles and procedures of record keeping, technical report writing, and preparation of correspondence and presentations.
Modern office practices, methods, and computer equipment and applications.
English usage, spelling, vocabulary, grammar, and punctuation.
Techniques for effectively representing the District in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.

Supplemental Information

Education and Experience:
A bachelor’s degree in computer engineering, computer science, management information systems, or a related field from a college or university accredited by a regional accrediting agency recognized by the United States Department of Education.
Four (4) years of management and/or administrative experience in the programming, development, design, operation, analysis, administration, maintenance, and modification of computer systems, databases, and applications; or any combination

Desired Licenses and Certifications:
Possession of one or more certifications in any of the following or similar areas: AWS Cloud Practitioner, AWS Solutions Architect
Possession of Project Management Professional (PMP) certification from the Project Management Institute (PMI) is desirable.

CONDITIONS OF EMPLOYMENT:

This is a regular, full-time, classified management position. Management salary range II: $177,521.00 to $215,778.00 annually (within this salary range, the successful candidate’s starting salary will be commensurate with education and experience).
Annual doctoral stipend: $3,000.
The district provides health benefits, which consist of full medical, dental, and vision insurance coverage for employees and a high percentage of coverage for eligible dependents. There is also life, accident, and income protection insurance, sick leave, vacation, and paid holidays, and PERS (public employee’s retirement system).
