POSITION SUMMARY
Agreement, the WWAO Program Scientist will lead strategic elements of the WWAO program and will report to the WWAO Program Manager. The successful candidate will serve as a WWAO team member and will perform a range of scientific program planning duties. The candidate must be willing and able to handle planned and unforeseen challenges that can occur during program and project development and implementation. The Program scientist will be expected to be cognizant of active and future NASA Earth observations as they relate to current research and projects relevant to water management challenges in the western United States. The candidate will need to be capable of both working independently and collaborating within a team environment on tasks performed across a spectrum of disciplines. The candidate needs to have excellent writing and oral presentation skills to communicate NASA EO capabilities as they relate to water management challenges.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include. but are not limited to. the following:
• Represent WWAO science to NASA Senior Leadership and NASA Earth Science Missions.
• Provide recommendations for proposed program requirements, expected results and provide expert advice to WWAO management on strategic planning and program development.
• Lead, develop Science Team work plans, coordinate the expertise across the WWAO Science Team and identify and recruit future WWAO Science Team Members.
• Manage the WWAO research element including the portfolio of projects. Lead scientific and technical assessments of new WWAO projects and recommends projects for funding. Supports quarterly reviews of the science technical advancement of WWAO’s actively funded projects. The position includes administrative responsibilities on WWAO projects.
• Manage the development and maintenance of a NASA capabilities and projects catalog of relevant NASA funded activities including tools, projects, and missions developed by other NASA programs and projects.
• Represent WWAO within the science community (NASA, academia, other) including relevant NASA Science Teams, market WWAO opportunities to the community and serve as an advocate for the communities’ scientific interest.
• Identify opportunities to advance the use of NASA data, models, and tools for use in water resources management planning, operations, and extreme weather contingency strategies.
• Fosters and maintain collaborative links with federal, state, and local water agencies in addition to relevant industry partners.
• Provide thought leadership in development of next generation science-based decision support needs and tools.
OTHER FUNCTIONS
• Attends workshops, conferences as needed.
• Performs other duties as assigned.
• Assists with other projects as needed.

WORK ENVIRONMENT
This position also requires sitting, standing, bending, pushing, pulling, talking and using manual dexterity, eye-hand coordination. Ability to lift and carry 50 lbs.
KNOWLEDGE, SKILLS, AND ABILITIES
The position requires skills and previous experience with remote sensing and the application of NASA Earth Observations (EO) to support applications related to water resource management or scientific advances in hydrology. Wide ranging experience and knowledge in one or more of the following areas: hydrology, earth system science, climate science, environmental engineering, or water management, in addition to technical knowledge and experience with NASA EO is required. This position requires constant decision making with and will have the authorization to make recommended course of action. The candidate should have experience leading multifunctional and/or multidisciplinary teams. The candidate will work on, at times, undefined problems and issues that require considerable analysis. The candidate should have excellent communication skills and be able to communicate complex science to non-technical audiences and multi-disciplinary teams.
Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
Equivalent of a Doctorate degree in Engineering, Geography, Earth System Science, Physics, Hydrology with at least 5 years of related experience or a Master’s in Science in similar discipline with 8 years of experience. Previous experience with the following is also required for this position: i) publication of scientific manuscripts; ii) conducting research or applied science projects with NASA EO data; iii) development of research projects and proposals; iv) the ability to access, analyze, visualize and create and share maps and summary data products of NASA EO datasets; vi) public speaking and presentation of scientific results to a variety of audiences.
Additional Preferred Skills or Experience:
In addition to the minimum qualifications, the candidate will have:
• Familiarity with NASA policies and procedures, and government regulations.
• Expertise in NASA remote sensing science and applications across multiple sensors and projects.
• Technical knowledge evidenced by a peer-reviewed publications and conference presentations record on subjects dealing with the application of NASA Earth observations to benefit water resources management.
• Experience working with water resources applications communities.
• Demonstrated use of creativity and innovation to address critical issues.

The hiring range for this position is Level One $8,406 – $12,610 and month or Level Two $9,852 – $14,781 a month. Classification: Grade 7, Staff. This is a exempt position and as such is not eligible for the overtime provisions of the Fair Labor Standards Act.
